Morocco urged to protect stray dogs ahead of 2030 FIFA World Cup
Morocco's preparations for the 2030 FIFA World Cup are facing growing scrutiny over the treatment of stray dogs, with animal welfare organisation SPCA International calling for urgent action to prevent their reported mass killing.

The organisation has launched a petition urging the Moroccan government to stop the killings and introduce humane, long-term solutions to manage the country's street dog population.

Titled Stop the Killing of Stray Dogs Ahead of the 2030 FIFA World Cup, the campaign also calls on FIFA to take a stronger position on animal welfare and ensure that preparations for the tournament do not come at the expense of vulnerable animals.

According to SPCA International, reports of stray dogs being rounded up and killed in efforts to prepare host cities have raised serious concerns about how Morocco is managing its street dog population.

The organisation argues that protecting animal welfare and addressing public health concerns should go hand in hand, rather than relying on mass eradication.

SPCA International urges Morocco to honour its animal welfare commitment

At the centre of the campaign is an agreement established in 2019 involving several Moroccan authorities, including the Ministry of the Interior, the National Office for Food Safety (ONSSA), the Ministry of Health and the National Order of Veterinarians.

The agreement provided a framework for nationwide Trap-Neuter-Vaccinate-Return (TNVR) programmes, offering a humane approach to managing street dog populations whilst addressing public health concerns such as rabies.

Under the TNVR method, dogs are humanely captured, sterilised, vaccinated and returned to their communities.

The approach aims to gradually manage dog populations whilst helping reduce the risk of disease transmission through vaccination.

SPCA International argues that Morocco should fully implement and enforce this existing framework instead of allowing reported killings to continue.

The organisation believes the country already has a recognised alternative that can address public health concerns without resorting to mass killing.

FIFA also faces pressure over animal welfare ahead of 2030

The campaign is not directed solely at the Moroccan government. SPCA International is also calling on FIFA to use its influence as football's global governing body to address the issue.

Its demands include publicly condemning the reported killing of animals linked to World Cup preparations, requiring host nations to uphold humane animal welfare standards and using FIFA's global platform to prevent the tournament from becoming associated with animal cruelty.

The campaign argues that a World Cup should represent unity, respect and sporting spirit, values that should extend beyond the pitch.

With Morocco preparing to welcome international teams and supporters in 2030, the organisation believes animal welfare should form part of the country's wider preparations for the tournament.

What does SPCA International want Morocco to do?

The petition outlines three principal demands for the Moroccan government:
  • Stop the killings: Immediately halt the killing of stray dogs.
  • Enforce the TNVR agreement: Fully implement and uphold the national framework established in 2019.
  • Work with animal welfare organisations: Build long-term population management programmes through cooperation with local and international organisations.
SPCA International is also asking FIFA to take a clear public position and ensure that animal welfare standards are respected by World Cup host nations.

The campaign stresses that managing stray dog populations and protecting public health do not have to come at the expense of animal welfare.

How football fans can help protect Morocco's stray dogs

Football supporters do not have to be directly involved in animal welfare organisations to support the campaign.

SPCA International is encouraging people around the world to sign its petition and call on both the Moroccan government and FIFA to take action.

The petition provides an opportunity for football fans to make their voices heard and support a more humane approach to managing Morocco's street dog population.

As preparations for the tournament continue, the campaign hopes international pressure will encourage Moroccan authorities to honour their existing commitments and put sustainable animal welfare measures into practice.
